High risk in cattle business encourages the government to carry out risk management through cattle insurance program (AUTS/K). This policy is implemented by subsidizing the premium and is expected to increase cattle production and farmer’s welfare. However, farmer’s participation in the program is low. This study aims to determine the cattle’s farmers willingness to pay for the cattle insurance and identifying its determinant factors. This research was conducted from May to June 2022 in Wonogiri regency. The data was obtained by interviewing 50 cattle farmers consisting of three group: a group of cattle farmers who participated for 5 years; 3 years and then stopped; and only one year and then stopped. This study used a Contingent Valuation Method in estimating the cattle farmer’s willingness to pay. The various factor that influence the farmer’s willingness to pay were analyzed by using the ordinary least square regression. This study found that the willingness to pay by cattle farmers who have been participating in cattle insurance in the last 5 years were IDR 76,000 or 18% higher than government stipulation (20% or IDR 40.000/cow/year). The cattle farmers who participated for 3 years and then stopped were willing to pay premium at IDR 44,000 or 2% higher than government stipulation (20% or IDR 40.000/cow/year). The farmers who participated for only 1 year and then stopped were willing to pay IDR 26,000. Education, experience in cattle business, household income, and the risk of landslide were positively affecting the farmers’ willingness to pay. However, age showed negative effect toward the farmer’s willingness to pay. Therefore, the government can increase farmers' willingness to pay by targeting farmers who have higher education, younger and have off-farm income.

Risiko tinggi dalam usaha ternak sapi mendorong pemerintah untuk melakukan manajemen risiko melalui program Asuransi Usaha Ternak dengan memberikan subsidi premi. Penelitian ini bertujuan untuk menilai kesediaan dan faktor-faktor yang memengaruhi peternak untuk membayar asuransi usaha ternak sapi (AUTS). Penelitian ini dilakukan di Kabupaten Wonogiri pada bulan Mei hingga Juni 2022. Data dikumpulkan melalui wawancara dengan 50 responden yang dipilih secara acak dengan tiga kategori yaitu peternak yang mengikuti AUTS selama 5 tahun, 3 tahun dan berhenti, serta 1 tahun dan berhenti. Kesediaan membayar dihitung dengan contingent valuation method sedangkan faktor-faktor berpengaruhdianalisis menggunakan regresi sederhana. Penelitian menunjukkan bahwa rata-rata peternak bersedia membayar premi sebesar Rp76.000 untuk peserta terdaftar 5 tahun; Rp44.000 untuk peserta terdaftar 3 tahun dan berhenti, dan Rp26.000 untuk peserta yang terdaftar 1 tahun dan berhenti. Faktor-faktor yang memengaruhi kesediaan membayar premi asuransi yaitu umur, pendidikan, pengalaman beternak, pendapatan rumah tangga, dan risiko terjadi tanah longsor. Pemerintah dapat meningkatkan kesediaan membayar peternak dengan menargetkan kepada peternak yang menempuh pendidikan lebih tinggi, masih berusia muda, dan memiliki penghasilan di luar usaha tani.
